Understanding Canada's Study Permit Cap: What International Students Need to Know

Canada, known for its welcoming stance towards international students, has recently introduced a study permit cap, impacting college and undergraduate students seeking education in the country.

Here's what you need to know about this development:

The Numbers: Immigration Refugees and Citizenship Canada (IRCC) has announced a cap of approximately 292,000 study permits for college and undergraduate students for the current year. This cap is part of a broader effort to manage the growth of international students in Canada.

 

Clarifications from IRCC: Contrary to earlier reports, IRCC clarified that the cap includes only college and undergraduate study permits, with exemptions for certain categories such as primary and secondary school students, and master's and doctorate level programs.

Ministerial Authority: While the immigration minister can cap the number of applications processed, they do not have the authority to limit the actual issuance of visas. This means that the cap affects the number of applications accepted, not the final number of approved study permits.

 

Provincial Implementation: The responsibility of implementing the study permit cap has been delegated to provincial governments. Provinces are now tasked with issuing Provincial Attestation Letters (PALs) to international students, which are required alongside a letter of acceptance (LOA) to apply for a study permit.

 

PAL Requirements: PALs must be issued by the provincial/territorial government and include the applicant's full name, date of birth, and address. The number of allocations to each province or territory is based on their population.

 

Provincial Initiatives: Currently, only British Columbia and Alberta have announced their systems for delivering PALs to students through Designated Learning Institutions (DLIs). Other provinces are expected to implement similar systems by March 31st, 2024.

 

International students planning to study in Canada need to be aware of the new study permit cap and the additional requirement of obtaining a PAL alongside their LOA. Understanding these changes will help students navigate the application process smoothly and pursue their educational goals in Canada.
